The long-awaited dream of having a footbridge and pathway to shorten the journey to the village of Apo Whang-od has been fulfilled for the residents and tourists of Buscalan. This significant development came to fruition through the efforts of the local government unit and support from Senator Robin Padilla.
Securing the Funding
Last year, during his visit to Kalinga, Senator Padilla gave Tinglayan officials, including Mayor Sacrament Gumilab, an opportunity to request funding for this crucial infrastructure. In response, Senator Padilla approved a request for a P10 million fund. This amount was subsequently allocated by the Department of Budget and Management to the local government unit (LGU) as part of its support fund.
Project Details and Impact
The construction of the 137-meter footbridge and the enhanced pathway began in January and was completed by the last week of July. These improvements have made visiting Apo Whang-od much easier for tourists.
Mayor Gumilab shared his insights on the project's impact:
"Dakkel iti advantage na iti turista, haan dan nga marigatan nga sumang-at ken kadagituy residents, haan dan unay marigatan kadagituy ibaba da nga agricultural products da idiay ayan iti highway."
He highlighted that the footbridge has greatly benefited tourists and alleviated the difficulties faced by residents in transporting their agricultural products.
Acknowledgements and Future Plans
On behalf of the Tinglayan community, Mayor Gumilab expressed profound gratitude to Senator Padilla for keeping his promise. He remarked:
"Nalaus ti panagyaman ko ken iti umili nga taga Buscalan iti daytoy nga proyekto ta dakkel iti impact na ditoy Tinglayan. Daytoy metlang ket maysa metlang nga addition iti nabayag tayo metlang nga arapaap nga inkabil tayo iti maysa nga slogan nga 'Tongrayan Umunno-unnoy.'"

The official turnover of the completed projects to the community is expected to occur in the coming weeks. The exact timing will be determined by Senator Padilla's schedule, as he has indicated his intention to be present for the ceremony.
In addition to the footbridge and pathway, another P10 million was granted by Senator Padilla for road improvements and widening in Barangay Dananao, further supporting local infrastructure development.
