If you have recently sold a vehicle, you are required to inform the LTO within 5 working days of the sale. This rule ensures that the agency has updated records regarding vehicle ownership. For buyers, the timeline is equally strict; you have 20 working days to transfer the vehicle's registration to your name. Failure to meet these deadlines will result in a PHP 20,000 fine for both the seller and the buyer, totaling PHP 40,000 if both parties fail to comply.

Retroactive Application of the Rules

One important aspect of these regulations is that they are retroactive. This means they apply not only to recent transactions but also to vehicles sold as far back as the 1980s. If a vehicle becomes involved in a crime, the last registered owner's driver's license and the vehicle itself will be flagged. This can hinder the owner's ability to renew their driver's license, adding an additional layer of complication.

Importance of Updating Vehicle Titles

In regions like Cordillera, where the buying and selling of used vehicles is common, updating vehicle titles (Certificate of Registration or CR) with the LTO after a sale is crucial. The LTO emphasizes that vehicle titles must be correctly transferred to the new owner to ensure accurate record-keeping. Relying on an Open Deed of Sale can lead to complications, as this type of document does not adequately track the history of ownership beyond the original seller.

These guidelines were introduced under Administrative Order No. VDM-2024-046, effective September 16, 2024. However, in response to feedback from various stakeholders, the LTO temporarily suspended the implementation of this order as of October 23, 2024. This pause allows more time for stakeholders to provide input, which may influence a revised version of the administrative order.
