Commodore Toribio Dulinayan Adaci Jr PN, Igorot from Kiangan, Ifugao, is the new commander of the Naval Forces Western Mindanao (NAVFORWEM/NFWM), succeeding Rear Admiral Erick A Kagoan PN, during a Change of Command Ceremony held at Naval Station Romulo Espaldon, Bagong Calarian, Zamboanga City on October 30, 2020.
The event was presided by the Flag Officer in Command, Philippine Navy (FOIC, PN), Vice Admiral Giovanni Carlo J Bacordo PN. Vice Admiral Bacordo handed over the Command Symbol to Commodore Adaci Jr., ushering him as the new Commander of NFWM.
Commodore Toribio D Adaci Jr. PN is a proud member of the Philippine Military Academy "MAKATAO" Class of 1989.
Upon graduation from the academy, he joined the Philippine Navy on February 19, 1989.
Commodore Adaci Jr specialized in naval operations, education and training, and personnel management and administration.
He successfully commanded four (4) Philippine Navy vessels. Western Mindanao is not new to Commodore Adaci Jr., concurrent with his command of Navy vessels, he became Commander of different Naval Task Groups (NTG) 61.1, NTG 61.2, NTG Basilan, NTG Central, and NTG 62.1 - all under Naval Forces Western Mindanao, and Naval Task Force (NTF) 41.3 in Naval Forces West.
He was also the Task Group Commander of the PN contingent to the first Brunei International Defense Exhibit in 2011.
He earned the coveted Command-at-Sea Badge in 2012.
In his speech, Commodore Adaci Jr expressed his gratitude to the Commander in Chief, His Excellency Rodrigo Roa Duterte, Secretary of National Defense, Secretary Delfin Lorenzana, the Chief of Staff, AFP General Gilbert Gapay, Board of Generals, Flag Officer in Command, Philippine Navy, Vice Admiral Giovanni Carlo Bacordo and the Philippine Navy Board of Senior Officer for the confidence of his competence to lead the Philippine Navy's premier operational command, designating him as the Acting Commander of Naval Forces Western Mindanao.
Commodore Adaci Jr also stated that his memorable experiences and greatest excitement in Naval Operations all happened here in Western Mindanao, adding that these tours of duty gave him a humble understanding of the operational tempo in this part of our archipelago where the security landscape in various parts of the AOR is uncertain and volatile that makes the task here at NAVFORWEM challenging.
Commodore Adaci Jr. extended his congratulations to the just relieved Commander, NFWM for the successful command as he assumes a full-time position of higher responsibility as The Deputy Chief of Staff, Armed Forces of the Philippines with the assurance that he will sustain the gains that the command has achieved during Rear Admiral Kagaoan's stint.
UPDATE: Commodore Toribio D Adaci Jr. has been promoted to Rear Admiral in March 2021. A Rear Admiral of the Philippine Navy is equivalent to the rank of Major General (2 Stars) in other uniformed services.
