PCOL FRANCISCO B BULWAYAN Jr. formally assumed his post as the new City Director of the Baguio City Police Office (BCPO) during the Turn-over of Command Ceremony held at the BCPO Multi-Purpose Hall, Baguio City on October 5, 2022.
The ceremony was graced by the PROCOR's Deputy Regional Director for Administration, PBGEN JOHN C CHUA as the presiding officer and the Baguio City Mayor, Hon. Benjamin B Magalong as the guest of honor and speaker.
PCOL BULWAYAN Jr. replaced the outgoing City Director, PCOL GLENN D LONOGAN who was designated as the new Chief of PROCOR's Regional Personnel and Records Management Division (RPRMD).
In his message, PBGEN CHUA thanked PCOL LONOGAN for bringing Baguio CPO to a greater height of accomplishments while he conveyed his support and trust to the leadership of the new Baguio City Top Cop.
"Let me congratulate PCOL LONOGAN on your tour of duty...we believe that you fulfilled your duties and responsibilities in maintaining peace and order in the city of Baguio," PBGEN CHUA said.
"The PNP leadership is confident enough that you will continue transforming Baguio CPO further into a more peaceful, progressive, and smart city," PBGEN CHUA added as he welcomed the new City Director.
Meanwhile, as he assumed his office, PCOL BULWAYAN Jr. urged the men and women of Baguio CPO to work together for the attainment of a progressive and safe city.
"To the men and women of Baguio CPO, let us work together in ensuring the City as the safest place to reside, visit, work and do business....and I hereby swear that this designation whether long or short, shall be dedicated to serve and protect the people of Baguio," PCOL BULWAYAN Jr. said.
A native of Tanudan, Kalinga, and a proud member of the Philippine National Police Academy "TANGLAW-LAHI" Class of 1999, PCOL BULWAYAN Jr. was the former Chief of the Regional Personnel and Records Management Division (RPRMD) of PROCOR before being designated as the new Top Cop of Baguio CPO.
