General Francisco S. Senot (Ret.) has made history by becoming the PNPA's first General and first Igorot to be appointed as the Chief of Bureau of Fire Protection.

General Francisco Senot, a proud member of Philippine National Police Academy (PNPA) "Matatag" Class of 1981 has shown his excellence even while studying at the academy attaining as one of the Top 3 Graduates.

"MATATAG" as they are called, The ONLY class that underwent the 45-DAYS BASIC RECRUIT TRAINING through the former PHILIPPINE CONSTABULARY. MATATAG CLASS OF 1981 has 34 members. It has the LEAST number of graduates compared with other BACHELOR OF SCIENCE IN PUBLIC SAFETY classes.

A member who has reached a star rank is in the person of POLICE CHIEF SUPERINTENDENT FRANCISCO SENOT, the former CHIEF of the BUREAU OF FIRE PROTECTION.

During his time from 2000-2004, the BFP launched key initiatives to enhance its operations and services.

Repair programs for fire trucks and equipment were implemented through partnerships with LGUs and NGOs, while the first BFP and Volunteer Firefighters Convention in 2001 produced a Joint Directory.

The BFP also published the Firefighters Institutional Regulations and Ethical Standards (FIRES).

In 2002, eligibility exams for Fire Officers were introduced with the CSC, alongside international training programs on WMD response and mass casualty emergencies.

New equipment, including 88 Hyundai fire trucks, was procured.

The 2004 PROSAFE project introduced the Kiddie and Junior Fire Marshal programs, the "Berong Bumbero" mascot, and fire safety initiatives.

The BFP PROUD anti-red tape campaign and several technical committees further strengthened fire code enforcement and capability-building efforts, with international support.
